Today at the international exhibition “Borderless eGgovernment Services for Europeans” hosted in Poznan (Poland) the State Enterprise “Regitra” introduced the system of electronic services – the “Drivers’ Portal”.
With a view to disclosing the innovations of electronic services provided in the European Union the most state-of-the-art examples of the development of electronic services are introduced at the exhibition.
The “Drivers’ Portal” existing since July 2010 enables to renew the driving license issued for 2 years to beginner drivers for the driving license valid for 10 years. This license may be delivered to the address in Lithuania indicated by the individual. Since the launch of the Portal its services have already been used by more than 20 000 of the Lithuanian residents.
In addition to ordering a new driving license the Portal can be used to activate the received driving license and in the event of its loss - to notify “Regitra” to the effect. The Portal also provides the possibility of viewing the information about results of examinations taken in “Regitra”, the drivers’ licenses held, submitting proposals and observations how to improve operations of the Portal.
Connection to the Portal is possible both through the internet website of “Regitra” and eGovernment Portal. The user connecting to the Portal can be identified using his personal identity card with integrated digital certificates, through his e-bank, electronic interface with a credit union, with a digital certificate or e-signature issued by mobile operators. The digital face image produced when the individual ordered the first driving license of the beginner driver will be used for the new driving license.
In future when the data from the driver’s health examination and a new digital face image of the driver will be provided by electronic means the possibility of ordering a new driving license online will be granted also to more experienced drivers.

Services provided by the State Enterprise “Regitra” include registration of motor vehicles, examination of drivers and issuance of driving licenses.
