Be sure to report "Regitra" about the driving licence that was lost (mislaid, stolen), because this way possible illegal use of it is prevented. Then order a new driving licence.
You can order a driving licence if you have the permanent place of residence in Lithuania*. You can prove this in two ways:
1. Your place of residence must be declared in Lithuania for at least 185 days in each calendar year. We will receive this data automatically from the Population Register.
The procedure of declaring your place of residence is extremely simple. You can do this online HERE.
2. In case your place of residence is not declared within the Republic of Lithuania or it has been declared for less than 185 calendar days within a given calendar year, you may use the documents of your choice for substantiating your personal or working relationship with the Republic of Lithuania.

*Permanent residence place means the applicant's place of residence where he/she normally resides for at least 185 days in each calendar year because of his/her personal and professional relations or, if he/she has no professional relations, only because of personal relations which bind him/her closely to the place where he/she lives; the place of residence of an applicant whose work and personal relations are in different places and who, as a consequence, lives alternately in different places in two or more countries, shall be considered as the place of his/her personal relations only if the applicant returns there permanently (this condition does not apply where the applicant is living in a foreign country for the purpose of carrying out a task of a fixed duration); attendance at a school or a university does not imply a change in the place of residence.
NOTE. Persons who represent foreign countries or international organisations in the Republic of Lithuania and their family members who enjoy diplomatic privileges and immunities under international law are not considered permanent residents of Lithuania.

Information on lost and expired driving licences is provided to the police and other interested authorities. Therefore, there is no need to additionally approach the police. After a new driving licence is issued, the old one (even when found) ceases to be valid and it can no longer be used.

1. Medical facilities issue electronic health certificates that are automatically entered within the database of "Regitra";

A driving licence can be delivered:
1. Directly to your home
At the time of ordering a driving licence, you need to note that you want it to be delivered to your home. This service costs 6,99 EUR.
2. To self-service parcel terminals
At the time of ordering a driving licence, you need to note that you want it to be delivered to a self-service parcel terminal. This service costs 4,90 EUR.
3. To "Regitra" branch
Before going to "Regitra" branch, you can first check if the driving licence is ready for withdrawal.
Then, register in advance for a visit to the branch and you will be serviced at the specified time.
To withdraw a driving licence, you must produce your personal identity document.
