WHAT DO I NEED TO KNOW ABOUT EXCHANGING DRIVING LICENCE AFTER “BREXIT” (WITHOUT AGREEMENT)?

As you know, in 2019 there will be a United Kingdom (UK) withdrawal from the European Union (EU). However, no specific conditions have yet been decided. If the agreement will be signed it will contain the specific conditions. In other words, how and under what conditions we will exchange UK driving licences.

However, if there is no agreement, Lithuania will exchange driving licences under the conditions below:

The main criterion for the exchange of driving licences will be the date of acquisition of the right to drive. It can be found on the back of the driving licence in column No. 10:

If you got the right to drive in the UK before “Brexit” there will be no examinations

If you have acquired the right to drive in the United Kingdom before “Brexit”, when you return to live in Lithuania you will be able to exchange driving licence under the same conditions as before (when the UK was still a member of the EU). This means that you do not have to take driving tests (theory and practical) when exchanging your driving licence.

In order to exchange a driving licence, you will need to:

  • be a permanent resident of Lithuania. Driving licence can be issued to person whose place of residence is declared in Lithuania for at least 185 days in every calendar year or who justified his/her ties (personal and/or occupational) with Lithuania (for example, provided employment contract or a document from school or university);
  • also check your health and get a medical certificate.

Then you will need to arrive to “Regitra” subdivision and present these documents:

  • valid personal ID document;
  • a valid medical certificate if you have not been issued with an electronic one (it must be issued by the Lithuanian medical institution);
  • driving licence issued by the UK.

NOTE: If you have acquired the right to drive in Lithuania, but you have exchanged your driving licence in the UK (before or after “Brexit”), the driving licence will also be exchanged as usual, i.e. in the order described above.

 

If you acquired the right to drive in the UK after “Brexit” – the driving licence will be exchanged as issued in a third-country

If you acquired the right to drive in the United Kingdom after “Brexit”, when you return to live in Lithuania, you will only be able to exchange your driving licence by passing the theory and practical tests (driving school training is not required).

To be able to take test, you will need to:

  • be a permanent resident of Lithuania. In other words, your place of residence must be declared in Lithuania for at least 185 days in every calendar year or you can justify your ties (personal and/or occupational) with Lithuania (for example, provided employment contract or a document from school or university);
  • complete training under the compulsory first aid training program;
  • also check your health and get a medical certificate.

When you pass the driving tests, you will be able to exchange your driving licence.

When you will arrive to “Regitra” subdivision you will need to present:

  • valid personal ID document;
  • health knowledge assessment (first aid) certificate;
  • a medical certificate if you have not been issued with an electronic one (it must be issued by the Lithuanian medical institution);
  • UK driving licence with its translation to Lithuanian (translated by translator).
